There aren't really any good Sims games on the PS2 or any console, for that matter.
I'd recommend playing the Sims on the PC only.

Most, if not all Sims (or Sims 2, Urbz) games for console are really lame RPG style games. There isn't much control you have over the sims. If you're going to get a Sims game, get the PC version; they're cheaper anyways.
But if you must have a PS2 Sims game, I'd go with Bustin' Out. It basically plays exactly like the PC game but with a few improvements and a few flaws that weren't in the PC version.
Not an incredible game but a decent port. If your PC just can't run The Sims (even though I seriously doubt this because my PC can and if mine can, anyone's can), or if you just prefer playing console games, it's a good substitute.
