If I do the towel trick, do i have to do it everytime i turn the xbox on?  and next, if i don't have the RRoD for the moment because of it, could i still technically send in the xbox for a repair for RRoD?

You only towel it when it RROD's again. I wouldn't recommend doing the towel trick over a long period of time as it will do more damage than good, in the end. Basically it expands and then detracts the metal so that the xbox has enough room to "breathe" over time, the towel trick may not work anymore. If you still have a warranty, use the towel trick until they send you the box. Otherwise, I'd suggest the penny trick (look it up on youtube) as it voids your warranty.

If your xbox doesn't have the three red lights on the Ring od Light when microsoft receives it, they will return it to you without repairing it. My xbox is currently with them being fixed. You should just send it in to them since they will fix it for free even if its out of warranty like mine is. You can even start the repair order online:
