Tough call. IMHO, its an ad, but if somebody was a long time supporter, I would be inclined to want to give them some extra leeway. I wonder if the contest could be integrated into the website homepage? Website support for website support seems appropriate, and then you wouldn't have to create a grey area to have to allow one person one thing, but not another. The post could be edited:
"DCEmu is running a contest. We are a long time supporter of Goozex, and would love to invite fellow Goozers to enter to win a great prize. Do [this, (short description)], to win a [this(short description)].

Ordinarily, this wouldn't be a issue for me...but I think that the nature of the prize is what makes me think twice.
