As far as I know, essentially all Dreamcasts released in the United States will boot homebrew CD-R games. The final few production runs were set up to prevent booting games burned using an early method of bootlegging, and still run properly burnt homebrew no problem.

Technically, they will, but you'll either need a bootdisc, or preferably a self-booting disc. There are tons of tutorials around the web that teach you how to make any CD-R self-boot on a Dreamcast.
