Correct. There are a few that ARE in the system, but for the most part games not NTSC are not allowed. You can understand the frustration of a user seeing Kingdom Hearts II: Final Mix, the director's cut KH2, and then receive it, only to find it won't work on their system. I've seen some Japanese games for the DS and PSP that are traded a bit more heavily, but these games are not region encoded, so they play on any system.
I played Thrill Kill years ago on a modded PS 1 those were the god old days. Anyhow this game sucks and they did everyone a favor deleting it from the system...This game would not be considered that bad now a days though..
another game that really nees to be deleted is halo ds (if you believe in such a thing)

Well I've played it, and I know a way to play it, just game search Wu-Tang shaolin Style on Goozex, and wammy, a better Thrill Kill. Same fighting engine.
