When I take the trouble to package a game in bubble wrap, write out envelope information, drive to the post office during a limited lunch break, wait in line, pay for delivery confirmation, and send off a game-- I don't think it is unreasonable to ask whoever recieves the game to simply log in and leave some feedback with a few clicks and keystrokes.
But having not even been a member for a full month, I've had at least three members (I've got more waiting in the queue) run off with their game and NEVER leave feedback. I realize the system automatically awards points after 3 weeks from the promised delivery day, but meanwhile my "3 transaction cap" is constantly at risk of getting plugged up by people who have no intention of leaving feedback unless they don't get their game. This phenomenon is not limited to just the "free game" people who never log in after someone ships them their freebie. Mr. "********," for example, had had several transactions when I sent him the game I promised. Even so, he never left feedback and never responded to my attempts to contact him to follow up.
At the very least, there should be some way to warn other users of a non-feedback-giving, non-responsive user. The feedback system could be used to better serve SENDERS of games if there was some method of accountability (i.e. the ability to leave negative feedback against irresponsible game recipients). Without such a mechanism, a small (or perhaps large) group of deadbeats can easily clog up at everyone else's expense.
Another consideration might be to raise the "3 transaction" cap for those who have demonstrated positive trading behavior. Implementing both ideas would be ideal in my opinion.

I feel your pain because I found myself in the same situation when I started on the side. A few trades and you'll begin to get points upon acceptance rather than feedback, but I do agree the system could be better. I'm sure if the site had a Google-sized staff they could institute a system where you send them and the seller the DC# and after it arrives the seller has 3-5 days to leave feedback, but there are even problems with that system because some people like to play the game to make sure it works first. It's an imperfect system, but for what it is it works well enough for most people.
I don't think they like it when you mention usernames. Perhaps editing this and removing the username you mentioned would be a good idea.A mod will probably be on it eventually if you don't though.
It'd be nice if there was more push to leave feedback. It's only happened to me once where someone didn't and the system closed it, but it irked me because I sent Guitar Hero III for the PS2 with the complete, huge, original package. Kinda went above and beyond there in the shipping world.
Tossed it up as to whether or not to reply to a dead thread revived, but I think that it's worth noting that before sending a game out, a person can check the receiver's feedback history. Games marked as "System" denote that the system closed the trade after 21 days.
I looked at the OP's history, and they have had 11 trades since their last system feedback, so I think we can file this problem under a bad run of no-feedback.
